European Social and Health Policy focus

  1. Main function is to fund unemployment insurance benefits. Most essential topic is how the unemployment benefits are and can be financed in Europe and what is the link to employment policies.
  2. The Fund's assets derive from unemployment insurance contributions collected from employers and employees. What are the ways and means to collect funding in other European countries and are there any EU-level strategies?
  3. The Fund (TVR) has close cooperation with the Social and Labour ministries. TVR also participates in law making process. The EU-legislation is important.
  4. The social partners play key role in the administration of the TVR. Social dialogue is developing also at the European level. What impacts and opportunities this will give?
  5. EMU is of major importance for European countries. It will have growing importance on finance and social policy in member countries and even other countries in Europe. What will be impacts and how we can develop policies in these circumstances?

Aim, structure and tasks of the organization

    The Unemployment Insurance Fund was founded in 1998. Its main function is to fund unemployment insurance benefits. The operations of the Fund are based on the Act on the funding of unemployment benefits. The Council of State appoints the members of the Fund's Supervisory Board for three years at a time, following proposals by the labour market parties. There are twelve members representing employers and six representing wage-earners. The chair alternates annually between representatives of employers and of employees. The Fund's assets derive from unemployment insurance contributions collected from employers and wage-earners.
