"Implementation is now key": ESIP welcomes the European Parliament's adoption of landmark reform of EU social security coordination rules

Brussels, 7 July 2026 — Today’s adoption of the revision of the EU rules on the coordination of social security systems by the European Parliament concludes almost ten years of negotiations between the European institutions. ESIP Members will now play a key role in implementing the revised framework by translating it into workable procedures for citizens and employers across borders.
ESIP welcomes the adoption of the revised coordination rules as an important milestone for the future of EU social security coordination. The reform strengthens cooperation between national institutions, improves legal certainty for citizens, employers and administrations, and introduces clearer procedures to support the correct application of the coordination rules while reinforcing the prevention of fraud, abuse and administrative errors. The revision also includes updates to the annexes to the Regulations, reflecting changes in national legislation that, in some cases, had accumulated over almost fifteen years. As the first comprehensive update of the coordination framework in more than a decade, it provides a stronger basis for ensuring that social security coordination keeps pace with increasingly mobile labour markets and evolving forms of cross-border work.
Today's adoption marks not the end, but the beginning of a new phase in the modernisation of EU social security coordination. While the focus now shifts to implementation, an equally important challenge will be to ensure that the coordination framework remains fit for purpose and continues to respond to the rapidly evolving realities of the European labour market. The European Commission's forthcoming Fair Labour Mobility Package, including further digitalisation of cross-border administrative procedures through the ESSPASS initiative, together with the possible new revision proposal of the coordination rules anticipated next year, will shape the future of EU labour mobility and social security coordination.
